Downtown Spartanburg has long been the geographic, cultural, governmental, and emotional center
of the Hub City. The Downtown Master Plan, inspired by visionary leadership and girded by recent investment and success, serves to weave the basic assets of the City into a tightly-knit tapestry.
The Plan encompasses more than 960 acres and includes elements necessary to ensure the area's
long term sustainability including recommendations for connectivity and circulation, new housing,
mixed-use redevelopment and infill, urban design and pedestrian orientation.

The City of Spartanburg has completed a draft version of the Downtown Master Plan and accompanying Urban Code documents. Please find the draft documents posted below. The draft Master Plan and Urban Code are subject to change by the Planning Commission and public input. The Planning Commission is currently conducting a series of workshops to discuss the proposed Master Plan and Urban Code. The public is encouraged to attend the workshops to gain a more comprehensive understanding of the plan and code, as well as to provide input to the Planning Commissioners.
