Mayor and City Council
The City of Spartanburg operates under a Council-Manager
form of government. There is a Mayor and six Council Members who serve
four-year staggered terms. The Mayor is elected at-large and council represents
single member districts. The Mayor serves as the principal spokesperson
and representative of the City and is the presiding officer at Council
meetings.
The Mayor is a member of Council and has one vote
- no veto power. City Council is the legislative body of the City and
adopts City Ordinances and amends them as needed. Council also determines
what City taxes shall be levied and how funds are spent. The Mayor and
Council appoint the City Manager.
Regular meetings of the City Council are held the
second and fourth Mondays of each month at 5:30 pm in Council Chambers on the upper level of City Hall, 145 West Broad Street.
All meetings are open to the public and citizens are encouraged to attend.

MAYOR
Mayor William Barnet III
was
sworn into office January 7th, 2002 and again January 9, 2006 for his second term. He currently serves as Chairman of
the Board of Barnet & Son Inc. He is a respected business leader and
philanthropist.

Joe D. Spigner
took
the oath of office January 5, 2004 and was re-elected to office January, 2008. Spigner represents Council District
One and is currently a District Sales Manager with Kimball Midwest.

Renee Cariveau
was

Two.
She is a business and community consultant.

Robert Reeder
represents
Council District Three. He was elected to office in November
1999. He is an employee trainer with Milliken & Co. Reeder was re-elected
to office for a second term January 5, 2004.

DISTRICT FOUR
Junie White
was
elected to the Council in November 2005 and took the oath of office January 9, 2006 representing Council District
Four. Councilmember White is a fifty-five year community vetran who also served in the Navy from 1957 -1961. Originally from Gaffney, he worked for Life of Virginia Insurance Company until opening his own business, White's Exxon, in 1979.

DISTRICT FIVE
Kenneth D. Smith II
has lived in Baltimore, Maryland, and Boca Raton, Florida. He eventually relocated to Spartanburg. Councilmember Smith is an eight-year decorated Navy veteran and an ordained Associate Pastor at Mount Moriah's Family Life Complex and Chapel as of 2002. He is also furthering his education at USC Upstate studying Nonprofit Administration.

Linda Dogan
Represents
Council District Six. She has served on the Council since January
1994 and was re-elected to her fourth term in November 2005. She is a Graphics
Coordinator for the Spartanburg County Planning Department.
