Code Enforcement

Mission

It is the mission of the Code Enforcement Division to work in partnership with residents of the City of Spartanburg to promote and maintain a safe and desirable living /working environment. Code Enforcement staff helps to maintain and improve the quality of our community in three ways:

  • Administering a fair and unbiased enforcement program
    to correct violations of City Codes.

  • Working with residents, neighborhood association,
    public service agencies and other
    City of Spartanburg departments to:

    • Empower community self-help programs.

    • Develop public outreach programs.

    • Establish community priorities for the enforcement program

    • Initiating special programs targeted toward specific problems in Spartanburg communities.

These programs include:

  • Concentrated Code Enforcement Program

  • Targeting vacant, neglected and dangerous buildings

  • Derelict Vehicle Abatement

  • Emergency Repair Program

Inspections & Code Enforcement

  • Code Enforcement and Building Inspections offers a pre-inspection to make property owners aware of what they need to do to bring their house up to code.

  • Any structural repairs, new fences, most plumbing and electrical work, driveway installations, and even removal of certain trees require a permit from the City.

The City has a limited budget to eliminate unsafe buildings or structures through demolition under the International Property Maintenance Code.

After a property owner is legally notified, the code enforcement division may board up doors and windows on vacant residential property that presents a significant threat to the public as well as clean and clear the property.


The City bills the owner for the costs, if the bill is not paid the City places a lien on the property.
