Housing Services
The City of Spartanburg’s Housing Services Department strives to develop viable communities by providing decent housing and a positive living environment for all residents in the City. The Department administers programs to improve the life of persons of low and moderate income. The programs’ specific objectives include:

Revitalization of distressed neighborhoods

Expansion and improvement of community facilities and service

Conservation and expansion of the housing stock

Expansion of employment opportunities for low and moderate income persons

Elimination of conditions detrimental to the community's health and welfare.
Activities
Housing Services administers the following activities:

neighborhood and other public facility improvements
-
rehabilitation of existing housing, and new housing development.
Program activities must primarily benefit households or individuals who meet HUD low and moderate-income limits;these programs ultimately improve the City
as a whole.
Funding
Funding for the Departments administration and activities is provided by the U.S. Department of Housing and Urban Development (HUD) and City General Funds. Active federal programs include Community Development Block Grants (CDBG) and the HOME Investment Partnership Program.
