City Manager's OfficeFunction: The City Manager is the Chief Executive Officer of the City and carries out the day - to - day operations of the organization. The Manager is charged with the responsibility of seeing that the laws and ordinances of the City are enforced; is responsible for the expenditure of funds as authorized by City Council; recommends to Council on legislation, capital improvements, and policies. To fulfill these duties, the City Manager is aided by an organization with over 425 employees. These employees are under the immediate direction and supervision of department heads appointed by and responsible to the City Manager. About the City Manager: Mark Scott
Scott was born and raised in Fresno, California - an agricultural town located 220 miles from downtown Los Angelas. Fresno County is in the San Joaquin Valley of central California. Scott received a BA in Public Administration from California State University in Fresno and an MBA from Stanford University Graduate School of Business. His career in city government began in Fresno, where he served as an Administrative Intern in 1971. He moved on to the City of Clovis, CA where he served as an Administrative Intern and Assistant to the City Manager. Scott left government for a short period (1980-1983) to work with American Airlines in Dallas/Fort Worth, Texas. He served as a Senior Financial Analyst and Manager of Marketing Planning. Mark and his wife Carol Scott have two children - Melinda who graduated from the University of Richmond, VA, and a son - Matthew, who graducated from Cornell College in Iowa.
