Purpose Spartanburg, the 8th largest city in South Carolina, and the 2nd largest in the Upstate, is a dynamic, growing City, rich in culture and diversity. The Planning Department work to ensure that it remains a vibrant and sustainable City by partnering with decision makers and the community to balance a spectrum of needs and interests by providing guidance for the dynamics of growth, preservation and development.
Planning and Zoning Planning Department reviews site plans, subdivisions and rezoning request as well as changes to the Comprehensive Plan and works closely with the Planning Commission in making recommendations on these and other land use issues to City Council. Planning Department provides staff support to the Board of Zoning and Appeals (BZA), Planning Commission (PC) and the Historic Architect Review Board (HARB). The Planning Department also reviews the zoning ordinance on a regular basis, and will make the necessary recommendations to amend the Zoning Ordinance where appropriate to the Planning Commission. Other responsibilities include, but not limited to working on special land use and development projects and studies.
