Civil Engineering
The Civil Engineering Department provides a full range of civil engineering services, with a primary focus on development. From surveying, drafting and design to construction management and inspection, Civil Engineering provides total project management capabilities for the City of Spartanburg. The same services are also offered internally in conjunction with the Development Services Department.
The Civil Engineering Department is made up of three functions: Engineering, Stormwater and Surveying. The City's Spot of Pride Program is also part of Civil Engineering. Select the links below for more information on each aspect of Civil Engineering.

Complete Stormwater Management Design Manual

Establishes a Land Disturbance Permit for land disturbing activity over 5,000 square feet.

Develop, implement, and enforce action plans to address pollutant load reductions required in impaired wathersheds and to comply with total Maximum daily loads (TMDL'S) establisthe by EPA or SCDHEC and to otherwise meet water quality standards.

Ensure adequate long term operation and maintenance of best management practiecs. (BMPs) (IE: stormwater structures, permanent pond.)

Uses Stormwater Management Design Manual to convey design & engineering standards.

Establishes procedures for enforcement, penalties and abatement for Stormwater related activities.
